In addition, in order to ensure the safety of drinking water sources, Dongguan also implements comprehensive monitoring of water sources, factory water and pipe network water. So far, 1,000 water quality monitoring points have been implemented to monitor water quality, including 888 manual monitoring points and 112 online monitoring points.

Total water consumption included in the assessment of towns and streets

In April 2013, Dongguan completed the formulation of the "Implementation Plan for the Most Strict Water Resources Management System in Dongguan" and the "Interim Measures for the Evaluation of the Most Strict Water Resources Management System in Dongguan", which were issued and implemented by the municipal government. The "Plan" clarifies the work responsibilities of relevant functional departments, towns and streets (parks), and clarifies that starting from 2013, the Municipal Water Affairs Bureau will take the lead in assessing the implementation of the most stringent water resources management system in all towns and streets from 2012 to 2015 .

Zhang Guoping, director of the Municipal Water Affairs Bureau, said that since the implementation of the above system, Dongguan has taken the lead in carrying out the distribution of water resources in towns and streets on the basis of the water resources distribution plan of the Dongjiang River Basin in Guangdong Province. For towns and streets where the total amount of water withdrawn is close to the water use control target, the approval of new water intake is restricted. For towns and streets where the total amount of water withdrawn meets or exceeds the water use control index, the approval of new water intake for construction projects will be suspended.

Since the implementation of the most stringent water resources management system, in order to deepen water price reform, Dongguan has adopted price levers to promote water conservation. Implement a tiered water price system for domestic water, establish a dynamic adjustment mechanism in which the sewage treatment fee collection standard and the charged water treatment rate are linked in the same direction, the emission reduction constraint price mechanism that links the collection standard to the effectiveness of pollution control, and high-polluting enterprises implement differential charges for sewage treatment Fee price formation mechanism. In addition, in order to promote water-saving transformation of urban life, the Municipal Water Affairs Bureau has replaced and transformed aging water supply pipelines, ancillary facilities with severe corrosion or leakage, and water meters with low measurement accuracy. Zhang Guoping said that by 2013, the city had invested a total of 1.189 billion yuan to transform the old water supply network of 5,292.24 kilometers. At present, the effect of the renovation is remarkable. The water pressure of the water supply in the renovation area has been significantly increased, the water loss has been significantly reduced, and the water quality has been significantly improved. The leakage rate of the water supply pipe network in some towns and streets has dropped to below 10%.

Zhang Guoping said that during this period, Dongguan also successfully passed the acceptance test for the construction of a water-saving society. In order to strengthen the management of water function zones, relevant departments of the Water Affairs Bureau regularly conduct routine water quality monitoring of the Dongjiang River and important drinking water source reservoirs, and regularly announce the water quality status. In 2013, in accordance with the assessment requirements of the most stringent water resource management system in towns and streets, the scope of monitoring of water function zones was expanded, and the number of monitoring of water function zones reached 40.

In order to strengthen the management of sewage outfalls into the river, restrict the approval of sewage outfalls and new water intake in areas where the amount of sewage discharge has exceeded the total sewage discharge limit of the water function zone. Among them, the middle and upper reaches of the East Diversion Canal shall strictly control the large amount of sewage discharge. Industrial projects, new and expanded projects with industrial wastewater discharge exceeding 500 tons/day, shall not be approved in principle.

According to Zhang Guoping, the construction and management of sewage treatment plants in the city have been fully implemented, 37 sewage treatment plants have been completed and put into operation one after another, with a total designed scale of 2.585 million tons per day, and a main sewage interception pipeline network with a construction length of 841 kilometers. The current average daily processing capacity is about 2.43 million tons/day, and the load rate reaches 94%.

Comprehensive monitoring of water source, factory water and pipe network water

In order to strengthen the safety of drinking water sources, the Water Affairs Bureau has accelerated the division of Dongjiang River and reservoir protection areas for 27 important drinking water sources. It also implements comprehensive monitoring of water sources, factory water and pipe network water, and realizes 1000-point water quality monitoring, including 888 manual monitoring points, 112 online monitoring points (11 water source online monitoring points, 33 factory water online monitoring points, and pipe network water 66 online monitoring points and 2 secondary water supply monitoring points), and completed the preparation of the "Dongguan City Emergency Reserve Water Source Guarantee Plan".
